AB 1482 — California's Statewide Rent Stabilization Law
AB 1482 is California's Tenant Protection Act of 2019. It applies to most El Cajon residential rental properties built more than 15 years ago (currently before 2011) and establishes two primary landlord obligations: a cap on annual rent increases and just-cause requirements for tenancy termination.

- AB 1482 Exemption — Single-Family Homes and Condos: Single-family rentals and individually owned condos may be exempt from AB 1482's rent cap and just-cause requirements — but only if the owner has served the tenant with the required written exemption notice under California Civil Code §1946.2 and §1947.12. Without this notice, the property is treated as covered regardless of ownership structure. This is the most commonly missed compliance step among El Cajon single-family rental owners.
- Just Cause Eviction: Once a tenant has occupied a covered property for 12 months, the owner must have lawful just-cause grounds to terminate the tenancy. Lease expiration alone is not just cause. No-fault terminations — including owner move-in and substantial renovation — require relocation assistance equal to one month's rent.
